The Trinity River Authority (TRA) selected Garver to provide a Master Plan for the district’s largest wastewater treatment plant. The $3.38 million undertaking resulted in 39 project recommendations, as detailed in the 236-page report. The TRA logo, namely its signature wave, inspired the design of the report. Garver pursued the first project recommended in the report, a new screening facility, and won based on the proposal alone — no interview necessary. The proposal cover (bottom image) made Garver stand out among the competition.
